PURPOSE:
To lead and manage baggage optimization program along with future infrastructure projects.
ESSENTIAL FUNCTIONS:
This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:
Provide effective project leadership, management and facilitation for the Aviation Project Management Group (AVPMG) projects from approval to completion. Assist and support project sponsors with project set up including developing project scope, initial budget estimates, preliminary project schedules and providing input for obtaining project planning funds. Develop and maintain Project Notebooks.
Select, assemble and lead and/or manage project teams of in-house staff and/or consultants. Coordinate project activities with multiple stakeholders including, among others, operations, Port staff, and tenants. Minimize disruptions to operations and the public. Ensure that provisions to protect the safety of the public, Port staff, and contractors are included in project plans. Plan, research, budget and schedule assigned projects. Manage, track and report project controls including project scope, schedule, budget and authorization. Approve invoices according to Port guidelines, prepare Service Agreements (SA), Service Directives and Amendments, monitor and evaluate projects through regular interaction with project team (contractors, consultants, in-house project staff, stakeholders, etc.) to ensure adherence to project specifications, standards and compliance with Federal and other regulatory agencies. Serve as principal point of contact for all issues related to assigned projects. Ensure compliance to Federal, State, Port and other regulatory agency regulations and guidelines. Supervise project closeout and budget reconciliation and evaluation. Present projects for approval or provide status reports at Investment Committee, Commission meetings, Sr. Managers, Airlines. Develop, negotiate and manage complex consultant contracts, budgets, schedules for design and construction. Budget development includes funding from various sources. Plan and develop a community communications plan to inform and explain project objectives.
KNOWLEDGE, SKILLS & ABILITIES:
Advanced knowledge in the following areas: project management and construction management principles, practices and procedures including cost estimating and managing project budgets and schedules, mechanical engineering and baggage systems design principles, and construction principles, practices and procedures. Ability to develop an understanding of project plans and specifications. Working knowledge of federal, state and local regulatory agencies and related regulations, guidelines and procedures as they relate to Port capital construction projects.
Proven effective communication skills, both written and verbal including negotiation and presentation skills. Advanced research and analysis skills. Ability to coordinate, manage and lead multi-discipline project teams consisting of both in- house and consultant staff in engineering, design and construction. Ability to manage multiple moderately complex construction projects simultaneously. Demonstrated ability to interact with Port executive leaders; project stakeholders including Airlines; Commission; local, federal, and state officials; and the general public to present and explain information relating to assigned projects that may be controversial or politically sensitive. Proficient computer skills including the use of various computer applications such as Microsoft Office Suite (Word, Excel, Outlook, Access, PowerPoint), Microsoft Project, and other database and project management software.
QUALIFICATIONS:
Combination of education and experience demonstrating knowledge, skills and abilities equivalent to:
Bachelor’s degree in Mechanical Engineering, Civil Engineering or related field; six (6) years of experience construction project management experience Mechanical/Civil.
PREFERRED QUALIFICATIONS:
Master’s degree in Mechanical or Civil Engineering; Project management experience at an airport; complex building mechanical systems and baggage or conveyor systems with special phasing requirements, sensitive schedule and cost.
