GENERAL PURPOSE:
The purpose is to provide controls-related oversight of all engineering design, integration, and construction work including; mechanical or electrical systems or devices requiring monitoring or control; facility building management; access control; control systems, safety systems, including fire alarm systems; facility and rail system integration and coordination; system testing requirements and performance; and commissioning for all Sound Transit projects. Relies upon experience and knowledge of mechanical and electrical systems to ensure that Agency Safety, Technical Performance, Quality, Cost and Schedule Goals are met or exceeded. This is a leadership role as a Senior Mechanical or Electrical Engineer specializing in the area of Control Systems.
In addition, serve as a subject matter expert in controls and automation as recognized by the International Society of Automation (ISA). This expertise includes measurement; signals, transmission, and networking; final control elements; control systems; safety systems; and related codes, standards, and regulations.
Relies upon experience and knowledge of Mechanical Systems to ensure that Agency Safety, Technical Performance, Quality, Cost and Schedule Goals are met or exceeded.
ESSENTIAL FUNCTIONS, PRIMARY DUTIES AND RESPONSIBILITIES:

- Develops contractual requirements to ensure all new projects adhere to established Agency technical procedures, standards and criteria regarding Controls Engineering, Systems Interface Coordination and Integration, and Testing and Commissioning.
- Develops and accepts changes and deviations from established Agency technical policies and procedures regarding Controls Engineering, Systems Interface Coordination and Integration, and Testing and Commissioning.
- Ensures adherence to established Agency technical policies and procedures regarding Controls Engineering, Systems Interface Coordination and Integration, and Testing and Commissioning.
- Works closely with City Code and Fire Department officials to ensure code requirements and operational best practices are incorporated into design projects.
- Develops designs for follow on and service delivery projects from beginning to end. This includes facility engineering design; system integration and coordination; system testing requirements and performance; and commissioning. Responsible for contract design documents, engineered calculations, testing requirements, cost estimates, schedules, evaluating contractor submittals, installation oversight, performance of testing, commissioning, and final project closeout including as built documentation.
- Oversees the integration of all Sound Transit projects during design phases; coordinates schedule, scope, and budget of assigned projects; provides schedule updates and information as necessary or requested.
- Reviews, provides input to and final acceptance of, all Controls Engineering designs, calculations, analyses, and reports produced by consultants and Agency staff. As needed, provides support to assigned project manager by identifying issues, evaluating alternative solutions, and providing recommendations.
- Serve in a lead engineer capacity. Assist in managing staff with respect to daily assignments and responsibilities, support task prioritization, support professional growth and development, provide performance evaluation input, and serve as a mentor to more junior engineers in the organization.
- Provides engineering economic analysis in determining cost such as total cost of ownership, maintenance and operations costs, and payback periods.
- Provides design support during construction. Reviews and provides acceptance of construction contractor detailed installation information and any changes to the accepted design. In this context works closely with Construction Management and the Contractors to determine the most reliable cost effective means of meeting Agency Goals.
- Coordinates designs with Agency Operations, Facilities, Quality Assurance and Systems Safety staff members to ensure all opportunities for continuous improvement are taken advantage of.
- Supports Agency Sustainability efforts to develop efficient designs and evaluate new technologies intended to improve efficiencies and reduce impact.
- Provides support to the department/division and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents reports and presentations; attends and participates in professional group meetings.
- Ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in Mechanical or Electrical Engineering from an ABET accredited college, and a minimum of 6 years of Control Systems Engineering experience that includes; project management work; working with consultants and contractors; and engineering field work. Three years of experience working in a rail or transit related environment; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
Possession of a valid Washington State Drivers License.
Preferred Licenses or Certifications:
A valid certificate of registration as a Professional Engineer with proficiency in Mechanical or Electrical engineering issued by the State of Washington.
Required Knowledge of:
- Fundamental scientific mechanical or electrical engineering concepts and relationships.
- Advanced mathematical techniques associated with mechanical or electrical engineering.
- Established engineering principles, methods, and techniques in the area of Control Systems – measurement (sensor technologies and characteristics, material compatibility, installation details); signals, transmission, and networking; final control elements (valves, pressure relieving devices, motor controls, and final control elements); control systems (drawings, theory, implementation); safety systems (documentation, theory, and implementation); and related codes, standards, and regulations.
- Three dimensional design tools and capabilities.
- Project management and scheduling techniques.
- Applicable state and national building codes, mechanical and plumbing codes, electrical codes, National Engineering Association Specifications (ASTM, ASME, ASHRAE, ANSI, NEMA, and the International Society of Automation), Energy Codes, National Fire Protection Association codes, manufacturer equipment and repair manuals, engineering reports, titles of state statutes, county health regulations, and city codes and ordinances as they relate to the management of complex projects.
- Recent developments, current literature, and sources of information related to innovations and trends in mechanical engineering design and development.
- Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
- Principles of business letter writing and basic report preparation.
- English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, computer aided drafting and databases.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
- Work is performed both in a standard office environment and in the field in support of construction and testing efforts. Work performed during normal business hours with exceptions to accommodate testing, investigations, and other engineering activities.
- Subject to standing, walking, bending, climbing ladders, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, and physical harm when conducting field surveys and when working in the field.
