The Customer Energy Solutions (CES) division of Seattle City Light implements the longest continuously operating municipal energy conservation initiative in the country. The Project Development team is responsible for promoting and delivering the utility’s portfolio of customer demand-side management programs to its commercial, industrial, multifamily, and institutional customers. These programs deliver cost-effective energy conservation to the utility.
Building on our 40-year legacy of leadership in energy efficiency, we are working with our customers and partners to develop innovative and equity-centered programs. Our customer energy portfolio is evolving and expanding to include distributed energy resources (DERs), such as demand response and distributed generation, small scale renewables, transportation and building electrification efforts, as well as affordability programs.
This position will report to the Director of Customer Energy Solutions.
Job Responsibilities

As a direct report to the Director of Customer Energy Solutions, you will supervise a team of 2 Energy Management Analyst (EMA) Supervisors and lead a team of up to 19 dynamic, customer focused EMAs to help our customer owners and community partners meet their evolving energy needs. The group works with business customers across all sectors to conduct program outreach, opportunity assessments, and program implementation activities. The team helps customers maximize the performance of their existing buildings advance the design of new construction projects (to exceed energy code requirements) and leverage equipment incentives at distributor channels. The team also works with various trade allies and with architects and engineers to help them understand the opportunities and benefits of participating in our programs.
With an annual budget of approximately $14 million, the Manager is accountable for ensuring program and customer experience goals are met, while prudently managing financial and human resources. This position provides management oversight and responsibility for supervision, workload planning and assignments, staff development and performance management.
The Program Implementation Manager serves as a member of the division’s portfolio team and senior leadership team, collaborating with other division leaders on strategic planning and portfolio management decisions. The manager will also champion staff participation in cross-functional teams focusing on strategy development and program design to ensure that program offerings align with customer needs, market opportunities, and technology trends.
Other Significant job duties include:
Define and create operational performance metrics, develop and administer forecasting and project management tools that address energy savings, cycle time, and customer satisfaction
Review consultant contracts and incentive payments > $10k
Develop and execute customer and contractor segmentation and outreach strategy to fill project pipeline
Build out required competencies on team to deliver expanded portfolio
Provide support to the Electrification and Strategic Technologies division in strategic planning, customer engagement, opportunity identification, grant support, and subject-matter expertise
Provide input at the state and regional levels regarding regulation, codes, and guidelines for existing and new commercial buildings
Collaborate, as needed, with the Office of Sustainability and Environment on clean energy policy development and implementation strategies.
Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Education: Bachelor’s degree in Business or Public Administration, Economics, Engineering, Sustainable Resource Development; or Environmental or Physical Sciences; or related field.
Experience: 6 or more years of progressively responsible experience in managing the design and or delivery of customer focused energy programs or consulting services, including 2 years as a manager or supervisor.
Other combinations of education, training, and/or experience that provide an equivalent background required to perform this body of work will be evaluated on an individual basis for comparability.
Desired Qualifications – You will be successful if you have the following experience, skills, and abilities:
Sales, Outreach, and Business Development – Develop and execute strategic outreach plans, which will require effective customer segmentation, developing and managing customer and contractor relationships, effective use of data, and partnership with Business Customer Services and Lighting Design Lab.
Continuous Process Improvement – You should be comfortable in a production environment and have an established track record of identifying and implementing continuous process improvement.
Collaboration, Coordination, and Change Management – Coordinate with Electrification and Strategic Technologies (EST), articulate a clear vision and provide ongoing sponsorship, clarify roles and responsibilities, navigate change management effectively, and demonstrate excellent communication skills.
Customer Experience – To improve our customers’ experience, you will implement customer satisfaction surveys to improve our program process and design. You will work with internal and external stakeholders to understand their needs and improve customer journey.
Experience in the energy and utility industry, preferably in demand-side management programs, including energy efficiency, distributed energy resources, renewables, demand response, building electrification, and transportation electrification

Registered Professional Engineer (PE), Certified Energy Manager (CEM), or Certified Measurement and Verification Professional (CMVP)
