Clean Building Performance Standards Update

Presentation Abstract: This presentation will be primarily focused on updates to the standard in response to 2025’s HB1543 which introduced allowances for compliance extensions, enhanced exemption provisions, and additional compliance pathways.  Additionally, discussion of amendments made to rules to improve clarity and enforceability as well as the current state of grants and incentive programs administered by the Department of Commerce will be addressed.

Speaker Bio:

Luke Howard is a Building Performance Specialist for the Building Standards and Performance Unit at the Washington State Department of Commerce, where he is currently the technical lead for the Washington State’s Clean Buildings Law. Luke has over 20 years of experience in research, analysis, and implementation of building performance design strategies, codes, and standards in the Northwest.
